Key amendments to MCC Rules and Regulations w.e.f. 07/02/2007

  • 30/30 Division - Limit on players who are registered in Div 1 and Div 2 (Currently Clause 8…8.6)

    • 30/30 division teams shall be permitted to add to their roster players who are also registered to play in Division 1 or Division 2, subject to the following conditions;
      • At any given time, the number of such players (registered with other teams) shall not exceed 5
      • Of the 5 registered players, no more than 3 players shall be permitted to play in any game
      • Players once registered cannot be changed or transferred at any cost

  • Walk-over Rules (Currently Clause 16.1 – Points table)
    • Teams awarding walk-over for any reason whatsoever shall be penalized 4 points. In order to get the full points, Teams receiving walk-overs in matches should make sure that a minimum of 7 players are present at the ground when the decision is made by the umpire about the walk-over. The umpire is required to make sure that the players (at least 7) are already registered players of that team. No exceptions or assumptions shall be made.

        Win 4 (Four) Points
        Walk-over Received 4 (Four) Points (to the team receiving the walkover) subject to umpire’s report
        Tie 3 (Three) Points to each team
        Loss 0 (Zero) Points
        Walk Over Given - 4 (Negative Four) Points (to the team failing to show up) for any reason whatsoever


  • Playoff Qualifications Rule (Currently clause 8.9)
    • Players who have not played a minimum of 3 games in the regular season are not qualified to play in the playoffs, unless;
      • In the opinion of the MCC committee, the player was injured during most part of the season and such medical or illness has been properly supported by documentation and approved by the committee.
      • If not for the match or matches that were rained, the player would have completed the required number of games to qualify for playoffs. In such rained out matches the following shall be taken care of;
        • It shall be the responsibility of the captains to handover the list of players for the match to the umpire before the play is called off.
        • The player should be one who is already registered in the website and he should be physically present on the ground at the time the match is called off
        • The umpire shall make sure that the players are registered and fax his report promptly to the committee clearly stating the players who were physically present at the ground.

  • Mandatory umpiring
    • It shall be mandatory on all teams to contribute to the league umpiring and the following conditions shall apply,
      • Each team shall provide volunteers (both main umpire and leg umpire) for 2 matches.
      • The main umpire and the leg umpire shall officiate for the same match and will go together as a team
      • Of the 2 matches, one shall be a local game and the other an outstation game
      • No payment shall be made to the umpires for these two matches.
      • Lunch shall be provided by the host team
      • For outstation games, the umpires shall be provided transportation by the visiting team
      • TEAMS CAN CHOOSE A DATE OF THEIR CHOICE, FAILING WHICH THE LEAGUE SHALL ASSIGN THE DATES FOR EACH TEAM. DATES ONCE ASSIGNED SHALL BE FINAL AND TEAMS FAILING TO ASSIGN UMPIRES ON THAT DAY WILL BE CHARGED $200 FOR EACH VIOLATION.
      • The mandatory two match quota shall be completed before the penultimate game of the season

  • Mandatory Umpire Certification
    • The league shall takes steps in a staggered manner to make sure that only certified umpires are assigned for all matches. Accordingly,
      • All umpires will be required to undergo certification in order to be able to officiate in the league
      • It shall be mandatory on all teams to make sure that at least one member of the team is certified in umpiring by MCC by the start of the next season.
      • It shall be mandatory on all teams to make sure that at least two members of the team are certified in umpiring by MCC by the end of the next season.

  • Advancing to Division I for next season (Currently Clause 27)
    • Regardless of number of teams in the conference the winner of Division II Finals and the Top Seed from Division II Regular Season standings shall move to Division I. However, if the winner of Division II and the Top seed from Division II regular season are the same, then the Winner and the Runner-up of Division II shall move up to Division I.

What are the reasons for this new rule about umpiring mandatory from each team? Is this to shove the responsibility of the management or to cut costs and spend money some where else.

How many people from the league are involved before coming with this new change of rules.

Was this agreed to by all the captains at the AGM? Most of this makes sense, and should be applicable, but should still have been agreed to by all. Can anyone comment on this? Also, what has actually changed, and what is being "reinforced"?

Also, I thought that there was no rescheduling games for any reason whatsoever including weather because the schedule is put up in advance, unless there was an emergency such as a death in the family.

How come the Flames v Rogers Park game was postponed? Just asking the question, not accusing anyone.

As an umpire, I think this is an excellent thing to have mandatory umpires provided by every team. Thats the way every league in the country does it - otherwise you will never find enough umpires. Right now finding umpires is ridiculously hard, we just dont have enough of them. If youre going to make a committment to playing in a league and having neutral umpires, you have to be willing to provide at least 2 games of umpiring as part of your team-responsibilities - otherwise you cant have neutral umpires IMHO.

What I will agree with you above is that I think that "mandatory umpiring" should be paid, not just volunteer. The pay should be the same as the pay umpires normally get. It should IMHO be mandatory to provide 4 umpires (2 per game, 2 games in a season)... but the guys who actually do it for the team *should* IMHO be compensated for their time.

Most of the other rules too, I agree with completely. I wouldnt mind taking out the "exception for injury" bit for the 3-game-playoffs qualification, but thats not a major thing one way or the other probably (I just dont like exceptions in anything, usually, is all :-)

The advancing to the higher division rule on regular season championship rule... Iam a supporter of that *only* when youre playing pretty much everyone in your division, ie after we've gone to a Division Three. At the moment I think the Division Two draw is too much of a lottery - there are 26 teams, you dont play 12 of them, by luck of the draw you can get a *very* easy schedule. Once that bit is fixed, I think regular season champion being promoted makes complete sense.

Finally, the 30/30 regulation... limit of 3 "higher division" players in a match. I think thats an excellent idea, to have such a limit. My suggestion would be, how about allowing, say, 2 Division One players to play in a Division Two team as well? Would there be any support for that sort of idea? It would raise the standard of Div2, and give Div1 players a better idea of what Div2 is like etc too.

Allowing Div I and Div II players to play in 30/30 is allowable and acceptable, since 30/30 by itself is not a separate/lower division. When one tries to make that sort of allowance into Div II, it amounts to mixing up the two divisions. Div II and Div I are separated due to one primary reason: the level of cricket in Div I is much better than that in Div II. It is precisely why two teams "advance" into Div I. Secondly, I don't think Div I players will be too keen on playing Div II (unless they are forced due to some reason beyond control).

As one 30/30 representative rightly pointed out; that thirty/30 is meant for people who can't play the 40 over games due to various committments. In such a case mixing and matching players is a good idea IMHO, but such a concept might not hold much water if introduced into a "Two Division" system..

Although Sadiq's suggestion seems exciting (boy, I'd love to play all 3 divs!), Vasu's point is well taken. If you have div 1 players of varying caliber play for different div2 teams, it would affect what div2 team gets promoted

About travelling team providing transport to the umpires for Out-of-station games ... I feel the travelling teams should try their best to pick-up the umpires from their residence (umpire's) ..

Last year .. my team played against Peoria in Peoria in almost 100 deg Fah and we returned home tired around 11:30 - 12 midnight ... Next morning I had to got up at aorund 6:30 to umpire a game in Madison ... and the visiting team asked me to turn up at Cumberland CTA station which was about 1 hr journey from my place ...
